Fred was born and raised in Port Colborne, and has long maintained family roots to Niagara.

After graduating high school, Fred went on to attend Brock University, receiving a BA in Political Science and Government, and began his career at the House of Commons in Ottawa as a political staffer.

In Ottawa, Fred served as a legislative assistant and as an executive assistant to several MPs of the Progressive Conservative Party of Canada during the era of the Clark, Trudeau, and Mulroney federal governments.

After several years in Ottawa, Fred returned home to Port Colborne where he took up the role as the city's first-ever economic development officer. 

His career eventually returned him to local politics, serving as a DSBN school board trustee for two terms beginning in 1994, and he was later acclaimed as a Niagara Regional Councillor for Port Colborne in 2022.

Alongside his extensive service in community organizations, local politics, and on several boards in Niagara, Fred serves as the President and CEO of the Niagara Business and Innovation Fund (NBIF), providing support for small businesses to scale up and succeed across Southwestern Ontario and the Golden Horseshoe.

In 2022, Fred was nominated as the Progressive Conservative Party of Ontario candidate in Niagara Centre. In the general election in June of that year, he placed a close second by a margin of fewer than 1,000 votes.

In the 2025 federal general election, Fred made history by defeating the Liberal incumbent and achieving the first Conservative victory in federal politics in Niagara South in over 40 years.
